Mr. Jose Fernandes holds a Master Degree in Economy and Development, Specializing in Asset Management and Property Appraisal and Junior Appraiser from Gadjah Mada University, Yogyakarta, Indonesia. He has a Bachelor Degree in Political Science from National University of Timor-Leste, in Dili. Mr. Jose obtained Project Management Course from University of Adelaide, Australia and Professional Development from Electricity Trust of South Australia (ETSA) and Service Recognition Awards from South Australian Water Cooperation.
Mr. Jose has more than 28 years of professional experience working in various areas. Currently, Mr. Jose is a Board of Director Member with EDTL, E.P. representative elected by EDTL, E.P. Workers and holds a position as Director of Planning and Electricity System with EDTL, E.P. In 2021, Mr. Jose worked as Supervisor for Planning System, Design, Verification and Technical Inspection with EDTL, E.P.
Previously, Mr. Jose worked with Ministry of Industry and Commerce responsible for Electricity and Telecommunication for 7 years and worked with International Royal Australian Air Force (RAAF) for 1 year. Prior to that, Mr. Jose worked with International Audit Company KPMG from Australia. During 20 years Mr. Jose worked as Commercial Manager with National Directorate EDTL, established structure for Electricity Customer Services from I Government Constitutional and Project Manager for Prepaid Meter Installation with Bilateral Cooperation between Government of Timor-Leste and Norwegian Government. Mr. Jose also worked as Director of Electricity Costumer Support with Ministry of Transportation, Communication & Public Works. Mr. Jose also has experience as Trainer for Leadership Training in Public Administration and Public Asset Management with INAP. Mr. Jose has experience and involved in Infrastructure Development and Accounting System for Energy and Revenue and established regulations and procedures for Customer Services with EDTL National Directorate and EDTL, E.P.
