Unlike generation and transmission systems, the O&M of the distribution network is performed by EdTL staff. Timor-Leste has a 20kV network ring, which duplicates the 150kV transmission loop and can be used as back-up power supply across the country. Almost all the 20kV feeder network is new and in good working condition. The old distribution network in Dili has been gradually replaced, reinforced, and extended over the past 5 years.

EdTL currently does not have: (i) a master plan for transmission and distribution network development and expansion; (ii) any approved technical standards for network construction; (iii) any grid codes (transmission and distribution) to guide network operation and maintenance; and (iv) electrical technical standards to guide procurement of electrical equipment for transformers, substations, electrical fittings etc. In this BDP, EdTL aims to address these deficiencies with ADB’s assistance in establishing these technical standards, finalizing the draft Grid Codes for transmission and distribution systems within the first year of the new EdTL’s formation or establishment. Whilst there is a draft transmission Grid Code and a distribution code that was drafted in 2019, EdTL may use these draft documents to finalize a Grid Code that meets EdTL’s requirements. This BDP also aims to strengthen EdTL staff with knowledge and tools to be able to carry out maintenance of the transmission lines, undertake technical analsis of the distribution network’s operation or to make design changes to remedy any problems with quality of service. 

The network reconstruction has been done in the past by numerous contractors (with no clear selection criteria) and the quality of the work in some places is poor (leaning poles, missing guy wires, rusting cross-arms, etc.). This task will now be undertaken by EdTL. This BDP aims to address the lack of a distribution Dispatch Centre, and the lack of an outage management system that is a major barrier to the efficient organisation of the network’s O&M. ADB is assisting EdTL in addressing these deficiencies under the 2021 investment loan. The other barriers are the inadequacy of special equipment and general transportation maintenance vehicles. A draft report on the best practice in adopting an outage management plan had been prepared for EdTL. EdTL will need to house this function within the Distribution & Customer Services Department and to operationalize the plan.
